Recent developments have highlighted tensions within the Uganda People's Defence Forces (UPDF), particularly between Chief of Defence Forces (CDF) General Muhoozi Kainerugaba and Lieutenant General Peter Elwelu.
Public Dispute Between Generals
On December 19, 2024, General Muhoozi Kainerugaba publicly criticized Lt. Gen. Peter Elwelu on social media, referring to him as a "buffoon" and questioning his suitability for service in the UPDF. In a post on X (formerly Twitter), Gen. Muhoozi stated: "He better run as fast as his small legs can carry him."
Circulation of Fake Summons Letter
Following this public dispute, a letter dated December 19, 2024, purportedly signed by Brigadier General Felix Kulayigye, emerged on social media. The letter alleged that Lt. Gen. Elwelu was summoned to appear before the General Court Martial on December 23, 2024, to face charges of insubordination and mutiny against the CDF. The UPDF has officially dismissed this letter as fake. Deputy UPDF spokesperson Deo Akiiki stated, "It is fake and should be disregarded."
UPDF's Stance on Internal Cohesion
The UPDF has emphasized its commitment to maintaining internal cohesion and discipline. Brig. Gen. Kulayigye expressed concern over the spread of fake news, stating, "It is kikwangala (fake), fake and absolutely fake; the UPDF doesn’t transact business on social media but has standard procedure."
Background on Lt. Gen. Peter Elwelu
Lt. Gen. Peter Elwelu has had a notable military career, previously serving as Commander of the Land Forces and Deputy CDF. His role in the 2016 Kasese operation, which resulted in significant casualties, has been a point of controversy. In March 2024, he was replaced as Deputy CDF by Lt. Gen. Sam Okiding following Gen. Muhoozi's appointment as CDF.
The recent public exchange between Gen. Muhoozi and Lt. Gen. Elwelu, coupled with the circulation of falsified documents, underscores challenges within the UPDF's leadership. The military's swift dismissal of the fake summons letter reflects its dedication to upholding internal discipline and addressing misinformation.
